The William McCaskey & Adaline Dinsmore Chapman Foundation is a private foundation making grants for a variety of K-12 educational purposes to nonprofit organizations serving young people in the coastal communities of Monterey County, California. The Foundation's support is intended for programs designed to prepare students to succeed in college. The Foundation has distributed over $9 million dollars to support local youth since its establishment in 1992.
The Board of Trustees and the Executive Director bring their extensive experience in the local community, as well as both staff and volunteer experience in education, non-profit organizations, management, fund development, law and investment management.
Board of Trustees Thomas E. McCullough, Chair Mr. McCullough graduated from Stanford University with a degree in Economics, and earned an honorary doctorate from Monterey Institute of International Studies. He has been active in the securities business for over forty years.
As an active member of the community, Mr. McCullough has served on many boards, including service as Chairman of the Board of the Monterey Institute of International Studies and as a board member and member of the Executive Committee of Robert Louis Stevenson School. He has been a member of the Rotary Club of Monterey for over 25 years, and is past president of the club.
Mr McCullough served in the United States Air Force and taught celestial navigation. Sarah L. Bonner, Treasurer Mrs. Bonner has served as a trustee of numerous non-profit entities in Monterey County and Miami, Florida, including the Community Foundation for Monterey County as Secretary, Monterey Peninsula Museum of Art as Vice President, and the Monterey Bay Aquarium, and as President of the Church of the Wayfarer Foundation. She is President of the Dunspaugh Dalton Foundation, Inc and is Secretary Treasurer of Wenwest, Inc.
Mrs. Bonner earned her bachelor's degree at Univeristy of Florida, and in 1993 received an honorary Doctor of Laws degree from Barry University, Miami, Florida in recognition of her contribution to education and to public service.
Dr. Robert G.Gard, Jr., Secretary Dr. Gard served as an officer of the United States Army during the years 1950-1981, retiring as a Lieutenant General. He had duty in Korea and Vietnam, at Fort Ord as Commanding General, and as President of the National Defense University. Following his military career, Dr. Gard served as Visiting Professor of International Relations at the American University in Paris, as Director of Bologna (Italy) Center, School of Advanced International Studies, John Hopkins University, and then as President of the Monterey Institute of International Studies.
Dr. Gard earned a Bachelor of Science from the United States Military Academy at West Point and a Masters in Public Administration and a PhD in Political Economy and Government, both from Harvard University. He is also a graduate of the National War College.
Dr. Gard is a member of the Council of Foreign Relations, the International Institute for Strategic Studies, and the Pacific Council on International Policy. He serves on the Board of Directors of the Development Engineering Research Institute as its Chairman, the Board of Governors of APEC Education Foundation, and as a consultant to the Vietnam Veterans of America Foundation. Laurence P. Horan, Esq. Mr. Horan is a member of the California State Bar, and was a founding member of Horan, Lloyd, Karachale, Dyer, Schwartz, Law and Cook, Inc. He is a Fellow of the American College of Trial Lawyers, and a member of California Condemnation Counsel. He was recognized by the Monterey County Bar Association in 1996 with the Chief Justice Gibson Award for Outstanding Community Service. In addition to his career of over forty years as an attorney, Mr. Horan served as Peace Corps Director in El Salvador, Costa Rica and Columbia, and as a Regional Director for Western United States Office of Economic Opportunity (War on Poverty).
Mr. Horan earned a Bachelor of Arts from Univerisity of California at Berkeley, and Juris Doctor from Boalt School of Law, Univeristy of California. In addition he was awarded an honorary Doctor of Humane Letters from the Monterey Institute of International Studies. In service to his community, he has been active on many boards, including Special Olympics of Northern California, as founding Chairman, the Monterey Institute of International Studies, and the Monterey County Symphony. Mr. Horan served in the United States Marine Corps.
Nancy P. Tostevin, Esq. Mrs. Tostevin is a member of the ‘California State Bar, inactive, and was a shareholder/partner in the firms, Hoge, Fenton, Jones & Appel, Inc. and Fenton and Keller, Monterey, CA. She practiced for twenty-five years primarily in the field of civil litigation with emphasis on the defense of medical malpractice lawsuits on behalf of medical practitioners and hospitals. She was the first woman member of the California Medical Legal Committee and is now emeritus. Mrs. Tostevin has been an active volunteer in the community, formerly serving on the boards of the Carmel Bach Festival, Legal Services for Seniors, Junior League of Monterey County, and the Lyceum of Monterey County. She is currently a member of the Institutional Review Board of Community Hospital of the Monterey Peninsula, the board of the Casa Abrego Club, and is a member of the P.E.O. Sisterhood.
Executive Director Emily Hull-Parsons, M.A. Ms. Hull-Parsons completed a Bachelor of Fine Arts degree at the University of Illinois, as well as two Graduate Degrees from the College of Education at the University of Iowa. She attended the University of Iowa as a full fellowship student of the National Institute of Drug Abuse. Upon completion of her education Ms. Hull-Parsons moved to Monterey County to begin a thirty-five year career in the education and nonprofit community.
During her first fifteen years in the community she worked as staff to numerous nonprofit organizations and school districts. In 1990 she established her own regional consulting business, Creative Solutions! Consultants to Nonprofits & Foundations, specializing in fundraising, board development and strategic planning. Ms. Hull-Parsons also works with small private foundations as a consultant on issues of mission focus, systems development and management. Over the past 20 years she has provided training and management support to over 100 organizations throughout California.
Ms. Hull-Parsons has been an active volunteer in the community as well. She has served as President of the Washington Union Education Foundation, President of the Development Executives Network, Vice President of Association of Fundraising Professionals, Chair of School Site Council for Toro Park School, Community Advisor for Junior League, Board Member of the WUSD Art Docent Program, and an active volunteer for an extensive list of other local organizations.
